- Emergency Program Coordinators (EPC) or designates appointed by their Local Authorities including First Nations communities.
- Provincial representation via Emergency Management BC (EMBC)
- Vancouver Island Health Authority (VIHA) representation
- Honorary Members by vote of the membership
